What is this from?

What is this from?

Somebody had this photo up for sale on eBay. The seller stated that it is from the 1930 film, Half Shot at Sunrise, and that Dorothy Lee and Robert Woolsey are on the right. The "vamp" on the left is Leni Stengel, and the man behind the desk is probably George McFarland.
I question the accuracy of his statement, but who ARE these people and what film is it from?

The Robert Woolsey impersonator is Tom Howard, and I think this is a 1929 Paramount short called THE SPY, but I can't place any of the other actors at the moment.

I think the young woman in uniform next to Howard is Margaret Breen.
