Sorry for the delayed response, was offline over the weekend.

The speeds used for THE FORGOTTEN FILMS OF "ROSCOE" FATTY ARBUCKLE and THE MACK SENNETT COLLECTION were generally 20 or 22 FPS, more often the latter. I wish that I could tell you that we have a secret mathematical equation which always provides the perfect running speed but there is no such magical solution. I watch every film from start to finish and select the rates based on what looks right to my eye -- something slightly faster than real life, but not so fast that action blurs or subtle gags get lost. Overall, I prefer to err on the side of running a bit too fast over too slow. Audiences seem more forgiving of a higher rate.

These are just my opinions and methods, others may feel or operate differently.
