Anyone recognize what/who this is?

An unidentified photo and a detail of that photo. Steve Massa has suggested the guy below might be "a young Phil Dunham," but he also bears some similarity (to my eye, anyway) to a young, heavily eye-penciled, Charley Chase. Anyone have any ideas?
