Zeal is of no use when bad luck takes a part. Yellowboy has disappeared.

"Mrs. Sambo, you're going to see how a dog is received in a game of skittles."
And the fight stopped for want of fighters.

"Mr. Sambo" is Sunshine Sammy. The leading lady (?) is only seen for a couple of seconds, but looks more like Mildred Davis than Marie Mosquini.

I think it also looks like Mildred Davis, when she turns her face. I noticed Noah Young. Was Sammy Brooks the small cop?

This is TOUGH LUCK, the eighth released (December 21, 1919) Snub Pollard Comedy. That is indeed Mildred Davis playing the leading lady.

Because of Mildred's appearance and Snub being dressed the way he is,
I had been thinking it was possibly GIVING THE BRIDE AWAY.
But I'd also guessed you may have seen one of the surviving prints of that one, somewhere along the line...

The chase in GIVING THE BRIDE AWAY is with the criminals trying to kill Snub for an insurance policy. There's a MOTION PICTURE NEWS review on TOUGH LUCK describing the police chase.
