It may have been employed that way, but I believe it's a book press, used in bindery to clamp and flatten out books as the binding glue cures. Pathe' also put out a home 16mm sound on disc system, I know of at least one collector who turned one up with a number of prints and discs years ago (alas, he has none of the titles mentioned on Dinos list), but there's a good chance that these films could exist in 16mm in either sound on disc or so...

In this larger image I agree that it's Ruth Hiatt. But now the woman on the left of her with the hat and dark coat looks like Dot Farley. The blonde second from the right is Thelma Hill. I think the blonde next to Bevan is Ruth Hiatt as well.
